　　1、颁发学历学位证书机构的合法性。主要依据有两个：一是我国政府与其他国家签订的双方互认学位学历协议中所确定的范围和涵盖的学校。二是没有签订双边协议国家，则是根据所在国政府承认或者是经过政府认可的专业机构作过认证的教育机构，来认证它的合法性。但也出现过机构合法，但它的教学过程不合法，即课程没有得到政府或专业机构的认证或批准，这样的证书我们不给予认证。

　　2、留学回国学历认证材料缺失或造假。留学回国学历认证材料缺失不完整存在很多种情况，比如学位证书遗失、护照、签证遗失等等。留学生在回国学历认证时能否提供齐全的认证材料是关键，如果无法准备齐全的认证材料是不能办理国外学历认证的，所以，想要通过回国学历认证的话，需要准备齐全的认证材料。

　　3、学历学位证书的层次。即所持的证书是学士、硕士还是博士等。由以上认证内容看，认证仅仅是文凭认证而非水平和能力的认证，而水平和能力不是认证的内容，水平和能力要靠用人单位来考核。

The College obtained its Level IV Re-Accreditation last year from the PACU Commission on Accreditation (PACUCOA). This is a rare recognition among Philippine colleges and universities. The Graduate School enjoys Level III accreditation, while the Law School continues to surpass the national average. The High School and the Elementary School enjoy Level III PACUCOA accreditation, another rare distinction.
