　　一、确认认证合法范围：也就是说一是要颁发机构的合法性，二是颁发的文凭形式是否被认可。假如只是什么技能培训或者短期语言培训，以及交流生这种。那就不属于认证的范围。

　　二、连续性和衔接性：这一点也十分重要，教育部的承认的教育模式是结合中国国情来做的，普通的模式就是高中-(专科)-本科-研究生-博士。如果中间缺了一环都不行，比如读完专科就去读研究生，肯定就不行了，不过这个也分具体情况，不同的国别和学校有不同的标准。

　　三、学习方式：这个就要求是全日制的学习方式，一定要呆在国外进行学习，有护照有出入境记录。如果申请人是远程教育，则基本不受认可，如果是联合办学，则是部分认可的。

　　三、学习时间：在规定的时间是否在国外进行就读，如果在学习时间，申请人护照却显示在就学国外，那肯定就不好认证了。
